To Order:

measure diagonally across the shoulder from the top of the belt in front to the top of the belt in the rear; the point of measurement should be just to the rear of the first belt loop on the uniform trousers in the front and between the center and adjacent belt loops in the rear.  The D-rings add about 1" to the overall length; sizes given are for the shoulder strap without the D-rings.
