The rookie is Deputy Ryan, a 225lb, never say "die" officer.  By way of training, our bounty hunter introduces Ryan to one of the Academy's new, and highly restrictive, bondage chairs.

At a routine traffic stop, the two encounter and capture a bail jumper,

 then use typical Academy tactics,
